Neighbourhood Watch is sometimes forgotten. This could be the result of the lack of incidents in your area.
Appathy sets in where people forget to be vigilant. Doors and windows are left open, equipment and bikes left unsecure.

Then, BANG, a burglary occurs and everyone is interested once more and questions asked.
